A proposal for the spatial planning monitoring system in Serbia

Abstract

After the adoption of the Spatial Plan of the Republic of Serbia (SPRS) in 2010, and introduction of the first set of spatial development indicators with the same, there is a need for establishment of a modern GIS-oriented monitoring system. This monitoring system should support the SPRS implementation and spatial development policy management in general in a more comprehensive, visually understandable and interactive way. At the same time, there is a growing body of knowledge on monitoring systems, followed by an increasing number of the territorial monitoring systems for spatial planning and development in Europe (like ETMS, INTERCO, KITCAPS and others). Based on this knowledge body, and including specific needs of Serbian spatial development system, this paper proposes (1) spatial development indicator definition, (2) data model for spatial development policy monitoring and (3) geovisualization model, required for the building of monitoring system for spatial planning in Serbia. In future, this monitoring system should underpin a better evaluation of spatial development trends on the national level, stimulate a greater involvement of spatial planning focus groups in the spatial planning process, as well as support the spatial development policy evidence-based decision-making on sustainable and cohesive development principles.
