Indonesia and China share a long history of managing conservation areas, but there are differences in the management concept. National Parks are the most intensive and optimal management of conservation areas in Indonesia, which are managed with the aim of conserving biodiversity and are organized with a zoning system. Management with a zoning system is also found in one of the conservation areas in China, namely the nature reserve. The research was conducted with the aim of obtaining information about the institutional development of two conservation areas in both countries, namely the Mount Merapi National Park (TNGM) in Indonesia and the Beijing-Songshan Nature Reserve in China. The research was conducted using the Institutional Development Framework (IDF) tool developed by Manullang (1999). The results showed that the two conservation areas had equally reached the mature management stage with an IDF index value of 2.30 for TNGM and CA Songshan 2.94. This figure shows that the overall institutional development of Songshan CA is better than TNGM, however the analysis of each component shows that both face the same problems, namely, the lack of attention and support from the central government, lack of funding and technical capacity as well as conflicts of interest with stakeholders. local
