In the last chapter we highlighted the array of reform activities occurring in the provincial Core Cities to modernize resilience governance, encompassing different expertise and harnessing a range of approaches to contingency, threat, hazard and risk by multiple agencies and stakeholders. Much of this discussion has focused on multi-tier governance and multi-partnership working, illustrating the institutional perceptions of such methods as pre-requisites for developing practicable resilience.
