The paper recalls how research programs can be ranked by priority in light of a necessarily restricted budget, through a judicious mix of three-type ingredients: (1) current and future market needs as identified by industry, users and governmental authorities; (2) scientific and technical progress; (3) demands of our customers for higher performance, greater safety, lower cost and environmental friendliness.
