Following a civil war, a flood of refugees come across into the borders of your country creating appalling standards within a refugee camp, alongside a vast influx of aid agencies that have been chaotically deployed. Important comparisons and contrasts are discussed of refugees and internally displaced people. But as chief advisor to the UNHCR you use the framework of the Sphere Project to help prioritise your management. The core principles and minimum standards are espoused in relation to the refugee camp. Longer-term objectives for refugees are considered, which include repatriation, integration and resettlement. However, several wide standing local and international challenges cause significant barriers to these solutions.
