As technology advances and the level of information utilization improves, there has been rising popularity received by the application of technology in tourism, especially when it comes to smart tourism. In such circumstances, this study aims to understand smart tourism design through a complex system theory. This is a precondition to forming a sort of existing smart tourism design elements, creating a conceptual framework and figuring out the future trend of development to promote the sustainable development of smart tourism destinations. To be specific, meta-synthesis is adopted to integrate the core elements. The papers on “smart tourism” and “design” were collected using the Web of Science (WoS) database, and paper analysis was conducted to find the core elements of smart tourism design. Then, based on the core elements and scene theory, the study includes the first dynamic path that affects the experience gained by tourists. The second dynamic path of stakeholders is premised on resource integration theory, and the formation of the third dynamic path is based on complex system theory. This study is purposed to promote the sustainable development of smart tourism from the perspective of design, develop a conceptual framework suited to the development of smart tourism destinations, and provide insights for stakeholders of smart tourism destinations.
