Abstract

Themedia landscape and the consumption ofmedia have recently changed significantly, challenging traditional ways to promote trust in media. "Gatekeepers" in the shape of journalists, editors or owners of media houses have to a large extent lost their role. Traditional communications law developed ways to deal with media in societies with freedom of expression: some possible intervention but strong protection for free media. New technologies challenge the established understanding of regulation. Against this background, there is more than ever a struggle via information channels for the hearts and minds of people, with increasing amounts of propaganda. This is one aspect of cyber warfare. In times of crisis media has an important role but it is also in such a time when there will be extra much propaganda, attempts to limit expressions and exercise governmental control. It is a challenge to maintain or recreate trust in media. The situation in Ukraine shows examples of the challenges, of ways to meet them and what to avoid in this work. Comparisons with situations like the post-war Bosnia Herzegovina or the ongoing occupation of Palestine provide lessons but also examples of lessons that have not been learnt.
