Abstract

Purpose: The article is devoted to the issues of strategic planning of activities of state structures and the business community, aimed at the development of breakthrough technologies in the Russian Federation. The authors set a goal: on the basis of a comparative legal analysis, carry out an interim monitoring of the implementation of the strategic planning tasks of the state policy of the Russian Federation in the development of photonics, biological, additive and other technologies to achieve the goals of the innovative development of the Russian economy in the period up to 2020. At the present stage in Russia remains critical dependence on imports of scientific, experimental, testing and production equipment, apparatus and chip components, software and hardware of computer technology, as well as breeding and genetic materials. Design/Methodology/Approach: The article discusses advanced technologies, the most effective development of which should be facilitated by the implementation of the statements of legal documents adopted in recent years in Russia to overcome this situation. The methodology of this scientific study is to use the methods of interpretation of legal texts and formal-logical tools in a systematic and comparative legal analysis of existing Russian strategic planning acts designed for a long-term (medium-term) period and designed to coordinate the activities of economic entities; regulations that establish the legal, economic and organizational basis for stimulating the development of innovative technologies; as well as legal documents of foreign states determining their policy in this area. Findings: It is concluded that it is necessary to further improve not only breakthrough technologies, but also to strengthen the legal protection of intellectual property, as well as the procedure for registration procedures with regard to both the intellectual property right and related rights. Originality/Value: The solution of these problems, according to the authors, will contribute to the strengthening of the economic security of the individual, society and the state; creating economic conditions for the development and introduction of modern technologies; stimulation of innovative development in order to achieve Russia’s worthy place among the world’s world economies.
