Abstract

The economic administration and procurement system of the Spanish Air Force is composed of a series of management units, whose staff needs to be optimized. In order to accomplish this, the study analyses the concept of performance evaluation, and a methodology has been designed to evaluate performance which is improved through systemic analysis and organizational behavior. The traditional models of performance evaluation are based on the psycho-sociological research of the workers. They are static and require a lot of management effort. Faced with these limitations, the new model that has been implemented to evaluate performance and measure workload, is interdisciplinary, dynamic, it can be used with high periodicity, and demands little management effort. Moreover, it serves to guide decision-making regarding the reassignment of jobs and personnel, and allows an improvement in effectiveness, efficiency, economicity and the service levels of the system. Above all, it has been developed and implemented as a “pilot project”.
