The need to create an information system for proactive personnel management is particularly acute for many state corporations. The strategy of such management consists, first of all, in not only finding the necessary specialists in due time as the need arises for them, but also in anticipation of these needs. In particular, it is necessary to have a reliable idea of what personnel are trained in the country, what competencies they possess. This analysis by profession and level of preparation should also be obtained with reference to the geography of university graduates, since it is unlikely that a significant part of graduates are ready to change their place of residence without sufficiently weighty motives. The paper analyzes the main tasks of creating such a system and the possibility of using Federal state educational standards for such a search, as well as for actively influencing the process of preparing students. Such influence can be carried out by opening new training profiles, as well as by creating individual educational trajectories through the use of network-based form of education. The paper also contains terminology, discusses the basic background information for creating a preliminary technical project for a pilot version of the system.
