This paper aims to measure the level of knowledge, use of open data among citizens in that country, and identify factors that significantly affect the use of these in Colombia. The results obtained from a survey of one thousand 218 citizens, with 95% confidence and ee=+/-2.8, show a very low level of knowledge and application of Open Data in that country; identifying a set of factors that significantly affect it (for example, using alternative media and civil platforms, among others); and the necessary participation of Colombian public and private stakeholders to increase the impact of Open Data movement.
