The authors offer an interpretation of regional social inclusion as one of the most important indicators of population’s living standards. The purpose of the work is to analyze the main sociological approaches to constructing regional social inclusion. The main components of constructing social inclusion at the regional level are distinguished and the model of regional social inclusion is offered. Migration is viewed as a dynamic factor of constructing regional inclusion. Studying the problems and models of formation of regional social inclusion allows developing the main priorities of long-term strategy of social inclusion of the Russian society on the whole and its connection to the general strategy of socio-economic development of Russia. Based on the performed work, it is concluded that for the purpose of stimulating social inclusion, the measures of public authorities should be conducted at the level of local and regional communities. Regional subjects should make efforts for strengthening social inclusion and provision of sustainable development.
