Abstract

International law has conferred an increasing obligation on states to develop processes for the equitable use of natural resources and for preventing other states being harmed as a result of the utilisation of those resources. In this context, it is essential that research is promoted to discover ways of minimising the impact on the global temperature arising from the production and development of fossil fuels. Reviews the resource management approach to carbon dioxide during the past century, and concludes by outlining a research strategy. -J.Sheail
