Abstract

The earthquake that hit Haiti on January 12 2010 underlined, some of the challenges inherent to a large scale humanitarian crisis in a country accustomed to dealing with protracted crises. This article analyses the coordination mechanism implemented hy the Office for the Coordination of Humanitarian Affairs (OCHA). Inclusion and exclusion dynamics will he pinpointed to demonstrate the problems associated with the integration oflocal actors in coordination and, therefore, the planning ofhumanitarian aid.
