Abstract

The purpose of the work is to determine the problems of managing a modern Russian university and to substantiate the necessity of provision of a central role to business processes in the structure of establishments of higher professional education by the example of modern Russia. The method of regression analysis is used – on the basis of the data of the World Economic Forum and the Federal State Statistics Service of the RF for 2012–2017. For thorough study of causal connections of development of the system of higher professional education, the authors also use the methods of systemic, problem, structural & functional, and logical analysis. As a result of the research, the authors determine that the mail problems of managing an average modern Russian university is low marketing activity and low effectiveness, which reduce its competitiveness and are a reason for non-optimality of its functioning in the highly-competitive environment of the Russian market of services of higher professional education. Business processes are not yet formed or they have formal character. In order to solve these problems, it is necessary to increase marketing activity and development business processes of modern Russian universities, for which it is recommended to form entrepreneurial universities – either by increase of economic independence of state universities or by expanding the network of private universities. For optimization of the system of higher professional education, we offer the proprietary perspective model of management of a modern university.
