Various conceptions of ‘competencies’ and approaches to ‘certification’ co-exist at international and national levels, and\rbetween actors in particular countries. The concepts are in a state of flux, under pressure from public authorities, social\rpartners, NGOs and communities. Policies and practices for assessment and recognition of competencies continue to evolve.
