The importance of e-Government web sites being accessible to people with disabilities is rising within the European Nations. Several European programs and state-laws are calling on governments and local government authorities to build accessible web sites. The paper deals with the development of a web content management system (CMS) that is already widely used by municipalities in Central Europe in accordance with the guidelines of the Web Accessibility Initiative (WAI). The project methodology is presented, followed by a discussion on the design of the database, the separation of layout and content and the implementation of the web site with Cascading Style Sheets (CSS). © 2008 Springer-Verlag Berlin Heidelberg.
