Abstract

This article has the objective of conceiving policy networks as a new way of political governance. In the first place it discusses the problem of governance and of policy networks from the State theory point of view. It follows the discussion on the conditions that drove the appearance of the concepts of governance and policy networks and is presented some concrete examples of those networks. At the end it is mentioned some implications of this new modality of governance to the modern theories of State and democracy. Key words: Public policies; Policy networks; Governance.
