Abstract

Workforce education comprises several different components: (a) initial or pre­employment education and training, (b) on-the-job or in-service education and training, including skill upgrading, and (c) re-training for job change for both employed and unemployed. Some sources include literacy as an adjunct to workplace skills training (Taylor, 1997, p. viii).
