The article discusses the existence of a discourse of vacancy which produces a corresponding need to occupy, creating zones with the potential for gentrification. Based on the experiences of residents threatened with forced removal from the port area of Rio de Janeiro - specifically in the "Favela da Providência" and its surroundings - the article explores the governmental guidelines for forced displacements, stressing resilience as part of a set of resistances mobilized by these residents in order to remain in the favela. Identifying the production of a process of de-habitation, the article describes the State policies, particularly those based on rumour and terror, in the construction of territories of vulnerability.
