Abstract

Until recently, the study of the welfare state was confined largely to the advanced industrial countries. However, the recent transitions in Eastern Europe substantially widen the canvas on which comparisons might be drawn. In addition, new literature has emerged on the evolution of social policy in the middle-income countries of Latin America and East Asia as well (Huber, 2002; Kapstein and Milanovic, 2002; Brooks, 2007; SeguraUbiergo, 2007; Haggard and Kaufman, 2008; Rudra, 2008).
