Performance in higher education is about how well, by how much, and at what cost higher edu- cation is contributing to addressing the needs of society in terms of human capital formation, knowledge creation, and wider economic, social, cultural, and environmental development. Quality is one dimension of performance, which, in addition to quality, also includes issues of productivity and cost. Quality in higher educa- tion particularly relates to how well the outputs of higher education from the education, research, and engagement functions produce the intended out- comes, such as graduate learning outcomes and learning gain, labor market and social outcomes, knowledge creation, product, process, and social innovation. Quality is also increasingly not just about how good outcomes are but also how equi- table they are distributed between different groups
