The United States Atomic Energy Act of 1954 provides that nuclear facilities may only be constructed and operated under license aut%horization by the Atomic Energy Commission. It further provides that applicants for licenses to construct a facility shall initially obtain a construction permiet from the AEC. Under the Atomic Energy Act, the AEC provides regulatory surveillance over the design, construction and the operation throughout the lifetime of the facility, and over its eventual dismantling and disposal from the standpoint of radiological health and safety and the common defense and security.
