How to Make Europe’s Immigration Policies More Efficient and More Humane

Abstract

Europe’s long-term demographic and labor-market problems cannot be solved solely by child-friendly policies and by raising the labor-market participation of women and older workers. Europe will need skilled immigrants and it will need quite a lot of them if it wants to retain its political and economic place in the world. But of course it needs a particular kind of immigrant population, one that participates at a high rate in the labor market, with those involved paying more into the social security and pension funds than they take out.
