Abstract

In 1971 and 1972 two separate coups d'état were attempted against the King of Morocco, Hassan II. Some of the alleged coup plotters and persons connected to them disappeared, in a context of widespread repression by the Moroccan dictatorship. This case allows analyzing and comparing the human rights promotion foreign policies developed by the United States and France until the release of the detainees in 1991. The study shows the importance of the nature of the respective political systems, the bilateral relations and the place of international powers in the international system and the Moroccan position to understand the policies implemented.
