Luci2, scenarios, and the hendricks county, Indiana, USA, comprehensive plan

Abstract

The luci2 Urban Simulation Model simulates new urban development and can create alternative development scenarios reflecting different policy choices. The model has been used to assist Hendricks County, Indiana, USA, in the development of a new comprehensive plan. Scenarios were developed reflecting general policy options being considered for the County, including the restriction of new development to urban growth areas as defined by planners from the various jurisdictions. The scenarios were presented to planners and the citizen steering committee overseeing the comprehensive plan development. The final version of the comprehensive plan reflects the input from this process, and the plan document actually includes two of the scenario options presented.
