Abstract

This research analyzes the public value of open data in government and nongovern-ment web portals on housing for Guadalajara, with the aim of identifying which category offers the greatest public value to its inhabitants. For this purpose, qualita-tive indicators of open data and their public value were defined, with which the portals were assesed; we found that non-government portals offer open data with greater public value than government ones. This research represents a novel analyti-cal approach to the evaluation of open data and their public value.
