Abstract

Covid-19 has brought about a change in the order ofpeople's lives knownwith a term called as new-normal, where people must always comply and obey the health protocols in order to break the chain ofits spread. Various policies have been issued by the Government, including the province ofWest Kalimantanwhich has issued the strictest pol- icy on the application ofdiscipline and enforcement ofthe Health Protocol. In order to break the chain ofspreading covid-19, of course, it requires participation, compliance and legal awareness of the community. The objectives to be achieved in this research are strategies and efforts to make to improve community legal empowerment in order to break the chain of covid-19 spreading in the new normal era. Through a qualitative approach with library re- search instruments. The result of research is that the strategy of indirect legal counseling by utilizing social media facilities can educate the public to comply with legal rules related to breaking the chain ofcovid-19 spread towards the new normal era. This public education is needed as a step to provide understanding and build legal awareness of the community on how to deal with the new life order in the midst of the Covid-19 pandemic. Community le- gal empowerment is built through intense positive communication through social media especially carried out by Regional Of??icials such as in West Kalimantan, communicated directly by the Governor to his Facebook account, which has implications for building a level of community compliance with health protocols
