Municipalities (Local Governments) are a recent institution–building in Uruguay, a country that had no experience in local government. In 2010 it installed a first generation of 89 municipalities with many forms. This article presents the main outlines of this new institutions and discuss its relation to the territory project and land planning, studying in particular the application to those areas of the instruments provided by the Law on Land Planning and Sustainable Development.
