Abstract

Patent examination procedures could be strategically employed to foster technological leap-frogging for domestic firms, which is regarded as strategic patent policy. This paper models the strategic behaviour and tested the derived hypotheses, which show the Japanese and Chinese patent offices are evidently linked with strategic patent policies against foreign firms.
