Abstract

This paper concentrates on Public Private Partnership (PPP) as the main instrument for providing e-services to Public Administrations (P.A.). The objective is to identify the basic element necessary to undertake a PPP in this field and the implementation warnings for the success of this kind of projects. After a brief description of the e-services market and of the new legislative framework, I will consider the importance of Value for Money (VFM) and risk transfer as main elements of a procurement process. In particular, I will present a preliminary case study about the possibility to realize a web portal for e-learning services managed though a concession of service contract with the aim of reducing costs and risks, increase competition and ensure a VFM approach. © 2008 Physica-Verlag Heidelberg.
