Purpose: The purpose of the work is to develop the scientific and methodological approach to studying the place and role of human in the system of circular reproduction in the digital regional economy. Design/Methodology/Approach: The competence-based and age approaches are used for studying the place and role of human in the system of circular reproduction in the digital regional economy by the example of modern Russia. The age and competence structure of regional economy in view of federal districts of Russia in 2019 is studied. Findings: Systemic analysis of the existing practices shows the place and role of human in the system of circular reproduction in the digital regional economy. A map of competencies of a modern human for his active participation in the system of circular reproduction in the digital regional economy is compiled and structured as to age and weight. The logic of qualitative treatment of competency in the green digital economy of representatives of each age group is offered. The role of human in the system of circular reproduction in the digital regional economy of Russia in 2019 is determined through the prism of age and competencies. Originality/Value: The research results showed that human occupies the central place in the system of circular reproduction in the digital regional economy and performs multiple roles in it. Depending on age, human possesses a certain set of general and professional competencies of different importance, which defines activity of his role. It is shown by the example of Russia that most of the population (80.37%), including 24.04% of population above the employable age and 56.33% of the population of employable age, fully perform the role of control and regulation.
