Abstract

Climate change and the increase of extreme weather events have exposed the vulnerability of prevailing resource management regimes where climate and water are concerned (Pahl-Wostl 2009; Pahl-Wostl 2007a). The unpredictable global impacts and prospects of global and climate change are affecting both the bases of natural resources and the capacity for adaptation. They are affecting the swing of the pendulum of sustainability and the indicators of water availability and quality in a way that is likely to increase the risk to social and ecological systems.
