I discuss the evolution of the economic analysis of privacy, and then distinguish between the on-line and the off-line identities of an individual. Each type of identity raises different privacy concerns and economic implications. While market forces might ensure fair use of data connected to the on-line identity, they do not guarantee optimal use and appropriate protection of the off-line identity.
