Abstract
This paper firstly propose to solve the responsibility definition problem in the calculation of eco-compensation quantity. It adopts Gini coefficient method to allocate emission permit according to the principle of equity and efficiency. And establish nine indicators mainly equity indicators to allocate the water rights. The paper firstly tries to allocate water rights in the Huaihe watershed in China. © 2011 Published by Elsevier B.V.
