Abstract

Learning economyLearning economy is ''an economy, where the ability to learn isdecisive for the economic success of individuals, firms, regions andnations. Learning, in this context, does not just refer to the acquisitionof information or access to the sources of information, but also to thedevelopment of new areas of competence and new skills'' (Lundvalland Borras, 1999: 29).Regional learning capabilityRegional learning capability is defined as a regional innovationsystem's ability to create and manage knowledge in a collective, interactiveand cumulative learning process leading to new settings ofresources, competences and skills (cf. Lundvall and Borras, 1999).
