The Lisbon strategy a decade on: a critical review of a multi-disciplinary literature

Abstract

This article provides a brief review of the literature on the Lisbon strategy. The aim is to shed light on the changing attitudes of experts and academics towards the strategy (both on its launch in 2000 and during its subsequent evolution through the mid-term review of 2004–05). The focus of the article is on three main questions: the political and economic rationale of the strategy, the use of participation to increase EU democratic legitimacy, and the cognitive potential of the strategy through learning dynamics. Three broad tensions seem to require more political and analytical attention. The first tension has to do with the reform of the European social model; the second is related to the ambiguous compromise between the supposed depoliticisation of socio-economic reforms through the Lisbon strategy and the aim of improving participation of stakeholders; and the third tension has to do with the respect of national competences on the one hand, and the improvement of strategy's efficacy to shape cognitive and normative maps on the other. For all these, the Lisbon project has represented a first, but not definitive, answer.Cet article donne un bref aperçu de la littérature consacrée à la stratégie de Lisbonne. Il a pour objectif de mettre en évidence le changement d'attitude des experts et du monde académique à l'égard de la stratégie (à la fois à son lancement en 2000 et durant son évolution, en passant par sa révision à mi-parcours en 2004–2005). L'article met l'accent sur trois questions principales: les fondements politiques et économiques de la stratégie, l'utilisation de la participation pour accroître la légitimité démocratique de l'UE et le potentiel cognitif de la stratégie au moyen de dynamiques d'apprentissage. Trois larges tensions semblent mériter une plus grande attention politique et analytique. La première tension a trait à la réforme du modèle social européen; la seconde se rapporte au compromis ambigu entre la supposée dépolitisation des réformes socio-économiques grâce à la stratégie de Lisbonne et l'objectif d'améliorer la participation des parties prenantes. Quant à la troisième tension, elle concerne le respect des compétences nationales, d'une part, et l'amélioration de l'efficacité de la stratégie, afin de créer des répertoires cognitifs et normatifs, d'autre part. Pour toutes ces tensions, le projet de Lisbonne a apporté une première réponse mais celle-ci n'est pas définitive.Dieser Beitrag liefert einen Überblick über die Literatur zur Lissabon-Strategie. Er zeigt, wie sich die Einstellungen der Experten und Wissenschaftler zur Strategie seit ihrer Einleitung im Jahr 2000 und im weiteren Verlauf bis zur Halbzeitbewertung 2004–2005 geändert haben. Dabei wird der Schwerpunkt auf drei wichtige Fragen gelegt: auf den politischen und wirtschaftlichen Hintergrund der Strategie, Partizipation als Mittel zur Steigerung der demokratischen Legitimität der EU und auf das kognitive Potenzial der Strategie, das sich aus der Dynamik der Lernprozesse ergibt. In drei Bereichen kommt es zu Spannungen, die auf politischer und analytischer Ebene mehr Beachtung finden sollten: im Bereich der Reform des europäischen Sozialmodells; des zwiespältigen Kompromisses zwischen der angeblichen Depolitisierung der sozialen und wirtschaftlichen Reformen im Rahmen der Lissabon-Strategie und dem Ziel einer besseren Beteiligung der Stakeholder; und drittens kommt es zu Spannungen zwischen der Achtung der einzelstaatlichen Zuständigkeiten auf der einen Seite und der Verbesserung der Wirksamkeit der Strategie, um kognitive und normative Strukturen auszubilden, andererseits. Auf all diese Fragen gibt das Lissabon-Vorhaben eine erste, aber keine endgültige Antwort.
