Abstract

At first, the current communication standards of electrical power system are analyzed in this paper. These communication standards have many drawbacks. 1) There are too many standards. Their compatibilities are not very good. It increases the complexity of system integration and raises the cost. 2) They can not meet the new requirements of smart grid. 3) Many private protocols were applied. Then the requirements of communication standards of smart grid are analyzed, the technical principles are provided. The initial smart grid interoperability standards framework (Release 1.0) provided by the Department of Energy of USA is analyzed. The technical principles of the framework are studied. The solution for the communication standard framework for Chinese smart grid is provided. The technical principles are given. 1) The new standards should be developed based on the current standards. 2) The scope of framework should broad enough. 3) The security of communication should been paid more attention on. 4) The vendors of devices should be encouraged applies the new standards. 5) The testing and certification should been conducted by the third party. At last, the advices on the selection of standards used in the generation, transmission, transformation, distribution, consumption and dispatching are given. © 2010 Chinese Soc for Elec Eng.
