UNHCR, IDPs and Clusters.

Abstract

The article focuses on the cluster approach as a response to a recommendation by the Humanitarian Response Review, an independent report commissioned by Jan Egeland, United Nations Emergency Relief Coordinator. The United Nations High Commission of Refugees was designated cluster lead in several areas of conflict-induced displacement including emergency shelter, camp coordination and management and protection.
