Abstract

The article focuses on the simplification of the proposal process by using a work breakdown structure to collect cost and schedule data. Developing program cost and schedules through work breakdown structure takes added time on the front end of the proposal process. The benefits from work breakdown structure (WBS) however will outweigh the time needed to implement WBS.
