Discusses the philosophical considerations of intercountry adoption, the desirability of transracial and transcultural adoption, and special problems that may be posed in adopting children who may have been traumatized by war, hunger, and neglect. The questions of helping Third World countries develop their own social services, and recruiting native-born minority families to adopt minority children are addressed.
