Abstract

Indonesia's automotive policies have experienced a substantial change since the 2000s. For a long time, the orientation of industrial automotive policy has been subjected to promote infant industries. A number of policies have been adopted to protect the industry. The idea to pursue national car, in which all of components are produced locally, inspires a national sentiment that provided historical background for the adoption of the protectionist policies. These policies enabled the state to play a dominant role in the development of automotive industry. The birth of a number of automotive capitalist groups, such as Astra Group, Indomobil Group and Krama Yudha Group was due to intervention of the state. The development of capital in the automotive industry was characterized by rent seeking activities. But, along with the country's changing economy and politics in response to the changing global economy, the role of the state declined substantially, implicating the development of the automotive industry. National car became a critical issue along with globalization of production. Changing global economies has a broad and deep implication to development of capital and the automotive industry. The Indonesian automotive industry is a window to recognize the country's changing political economy in response to the changing global economy.
