Abstract

The article recommends a set of financial metrics to help local government officials in the U.S. to examine and explain the condition of an organization's finances during periods of fiscal stress. It provides an overview of a survey among municipal administrators and finance directors in the country which aims to gauge their perceived fiscal condition. Several measures of fiscal condition are provided including financial performance and liquidity.
