Abstract

Describes a 2-yr investigation of child, youth, and family social service systems (SOSs) in the US. Data were collected from SOSs that were state administered, state supervised and county administered, delivered by public agencies, and delivered from the private sector. Issues examined include problems of SOSs, history and legislative enactments influencing SOSs, alternative coping strategies for SOSs, and innovations in programs and service delivery. Conclusions address public education, the role of government, targeting, cross-system reforms, big city problems, restoration of the federal presence, foster care, funding, and staffing.
