Abstract
Multistakeholder (MSH) collaboration for designing the global regime of Internet Governance (IG) is still in its experimental stage. A consensus has already emerged, though, of the significance of multistakeholderism as the 21 century governmentality, or ideology and practice of global governance. This ‘shared power’ mode of governance replaces the conventional intergovernmental order in a historical moment of exploding collective intelligence and forming/fermenting global consciousness (the Information Society thesis).
