Abstract
The purpose of this paper is to develop an empirical definition of organized crime. This research was conducted by reviewing academic and government research on the world’s foremost criminal organizations. This review found that there are three elements fundamental to the definition of organized crime. The most important being government corruption. Organized crime could not exist without the participation of law enforcement and government officials. Also important is the prohibition of desired commodities (drugs, sex, gambling and other vices), and the lack of legitimate opportunities for advancement in a given society.
