Abstract

Scalable Video Coding (H.264/SVC) provides a framework to extract streamswith multiple bitrates from a single video stream. We exploit this featurefor congestion control at an intermediate node in the network. The bitrateof SVC session can be adapted to network conditions by dynamicallyswitching between different layers of SVC. We analyze the impact of suchlayer switching on the network traffic and end-user quality. The designaspects of SVC-based congestion control are presented here to select thespatio-temporal-fidelity levels. Finally, a new hysteresis based SVC layerswitching scheme is proposed to make the system robust to the networkfluctuations.
