Abstract

The article focuses on latency analysis which is used for analyzing and designing the features of information commons. The author describes the formation of commons in the sciences, stakeholder groups, and modes of data sharing. He discusses the delays induced by the scientific publication process and intellectual property rights that limit the entry of knowledge into commons or limit the use of knowledge.
