Market-based approaches to solid waste management

Abstract

This paper briefly reviews the failures that have inhibited efficient waste management policy and practice in the past. It then goes on to provide an economic analysis of the comparative merits and limitations of the regulatory approach to waste management policy and the market-based approach. The latter approach is examined in the context of three typical economic policy instruments: packaging taxes, deposit-refunds and marketable permits. © 1993.
