Abstract

Cyber War was understood as a futuristic concept in the movies rather than a reality. The recent cyber attacks and cyber threats in various national infrastructures threatened governments who were not ready for such scenarios in reality.This raises the following research questions. First, whether there are correlations between experiencing cyber attacks against national infrastructures and framing cyber security as national security. Second, what kind of institutional changes do occur in framing cyber security as national security? Third, whether government-centered institutional changes at national cyber security framework influence the role of states at the global Internet Governance debates such as ICANN and Internet Governance Forum (IGF).
